Gloria B. Thornwell, MS, PHR, HCS
Gloria is a member of the Elite Trends Group Senior Executive Team (SET).
In her role, she is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. She provides strategic leadership by articulating HR needs and plans to the executive management team, shareholders and the board of directors.

Biography
Certified senior executive, professor and speaker, Gloria Brooks Thornwell has over 20-years of professional human resource management and business experience and is an Adjunct Professor in the
undergraduate and graduate Organizational Management programs at Washington Adventist University (1999 -Present), and Assistant Professor in the School of Humanities, English and Social Sciences at Prince George’s Community College (2018 – Present), a qualified Myers Briggs Type Indicator (MBTI) practitioner, PHR certified and has earned the Human Capital Strategist designation by the Human Capital
Institute. Her career includes positions at Booz-Allen & Hamilton, The MITRE Corporation and TASC (formerly Northrop Grumman-TASC).
Gloria has extensive experience developing and maintaining strategic partnerships with all levels of global management and providing thought leadership in meeting corporate strategic goals. She delivers business
strategy by building management and leadership capabilities; makes persuasive arguments, influences, and provide sound guidance and coaching to all levels within the organization.
Her scope of responsibility has included all aspects of Integrated Talent Management such as Workforce Analytics; Strategic Workforce Planning; Change Management; Training, Development & Coaching;
Performance Management; Employee Relations; Career and Talent Planning; Compensation Planning, Design, and Administration; Organization Development; and Succession Planning.
Gloria has broad experiences developing, leading and executing policies & programs within the areas of employment, retention, compensation design, employee relations, EEO compliance, Affirmative Action
Planning and execution. She’s competent and skilled at facilitation and conflict resolution, an excellent project manager with great communication skills, high integrity and the ability to build trust and quickly establish credibility at all levels.
In 2013, Gloria founded BluPrint, LLC – Human Capital Solutions a full-service Human Resource and Management Consulting practice headquartered in National Harbor, MD. Since its inception, Gloria has
led the BluPrint consulting practice and the BluPrint Leadership Institute in the commercial and government markets. In October 2015, Gloria led BluPrint to earn the U.S. Small Business Administration’s (SBA) 8(a) Certification and in October 2016 she became a graduate from the SBA’s Emerging Leaders Program
– the equivalent of an MBA. In November 2017, she directed BluPrint’s certification into the SBA’s HUBZone Program. By February 2019, Gloria secured the company’s first multi-year, multi-million-dollar federal subcontract.
Gloria leads BluPrint’s team that deliver human capital, change and Organizational Development initiatives for all clients as it applies to the customer’s operating model, transformation, engagement, development,
assimilation and integration objectives. She identifies needs for leadership and staff training programs using the ADDIE model, career and leadership development tools as well as compensation programs,
retention programs and strategies. She partners with the Centers of Excellence (COEs) to develop and deploy programs as appropriate then analyze metrics to measure identified and executed solutions.
Gloria communicates, on an on-going basis, corporate Leadership Models as defined and aligned with Performance, Leadership, and Development programs then develop, manage, and implement training
strategies and curricula in the Intelligence Community (IC), Aviation, Civil Agencies, Construction Management, Corporations and Non-Profit organizations. She’s designed, led and delivered training sessions regarding the employment process, compliance, employment law, harassment, management fundamentals, customer service, collaboration, diversity, conflict resolution, change management,
performance management, cultural competency, diversity management, workforce development, HR technologies, team-building, time management and more.
In 2019, Gloria launched a new BluPrint profit center, Construction Management. She led BluPrint to win and successfully complete its first road construction project for the United States Army.
Gloria is the Chair of the Board of Directors for The Training Source, Inc. and of the Board’s Strategic Partnership committee and a former Board Member of the Black Public Relations Society. She’s served on two Society for Human Resource Management committees including the National Employment Committee and the National Staffing Panel. She was an invited speaker at the SHRM annual student conference in Orlando, Florida and is co-author of a white paper entitled “Leaves of Absence under USERRA.” A contributor to several articles in the HR Magazine and in the Wall Street Journal On-line, she has previously served on the Board of Directors for the University of Maryland University College Alumni Association, participated as a panelist at a University of Maryland University College Women’s Conference, speaker at a Blacks in Government (BIG) seminar in Washington, D.C. and a panelist at a Small Minority Business Construction Conference.
She was featured in the Washington Informer Newspaper and the “Spotlight” in the March edition of HERLIFE Magazine.
Gloria earned a Bachelor of Science degree (Cum Laude) in Public Administration from North Carolina Central University and a Master of Science in Human Resources Management from the University of
Maryland University College. In the fall 2019, she began her Doctoral Studies in Strategic Leadership.
In 2000, she received a Citation from United States Senator, the Honorable Barbara Mikulski (D-Maryland – Retired), for her kidney donation to her sibling. She is a supporter of the National Kidney Foundation (NKF) and in partnership with the NKF, led the first annual Prince George’s County (MD) Kidney Walk.
